In the morning of September 12th, the much-anticipated first representative conference of Communist Party of China Zunyi Medical University opened in Renwen Building auditorium of the Xinpu district campus. The areas around the East Lake and Renwen Building were filled with an atmosphere of enthusiasm, democracy, unity, and progress. The representatives, carrying their heavy responsibilities, entered the venue with high spirits and resolute steps. The Party emblem in the middle of the stage curtain was dazzling, with ten bright red flags on both sides, and the large banner in the background bearing the slogan "Concentrate and work together, forge ahead, strive to build a high-level medical university with distinctive characteristics, domestic first-class, and international influence" was particularly eye-catching.
The theme of this conference is to hold high the great banner of socialism with Chinese characteristics, guided by Xi Jinping's thoughts on socialism with Chinese characteristics for a new era, to fully implement the spirit of the 19th National Congress of the Party and the second, third, and fourth plenary sessions of the 19th Central Committee, to firmly grasp the new mission of education in the new era, to adhere to the comprehensive leadership of the Party, to adhere to the socialist direction of schooling, to implement the fundamental task of fostering virtue through education, to seize development opportunities, to deepen connotative development, to enhance governance efficiency, to strengthen the characteristics of running schools, to concentrate efforts, to forge ahead, and to vigorously embark on a new journey of comprehensively building a high-level medical university with distinctive features, first-class in China, and international influence.
The supervisory group from the Organizational Department of the Provincial Party Committee and the Education Work Committee of the Provincial Party Committee supervised the entire process of the conference. He Zhixu, Liu Jianguo, Huang Hualing, Wang Zizheng, CAI Shanjun, Li Zhengxu, Tang Zili, Wang Dali, Zhao Jifeng, Liu Daishun, Gong Qihai, Guo Yuliang, Li Jun, Shi Jingshan, Li Chunming, Yu Changyin, Ge Zhenglong, Chen Renjian, Wang Chunmei, Long Yi, Li Rongyuan and others sat on the rostrum. The conference invited former leaders of the school like Yang Xiaosu, Shao Daifu, as well as comrades from the Third Affiliated Hospital, the Affiliated Meitan Hospital and others to attend the meeting, and invited comrades like Li Chunming and Ge Zhenglong as guests. There should be 125 delegates to the conference, 122 delegates actually attended, 3 people asked for leave due to affairs or illness, and the number of delegates attending met the requirements.
The opening ceremony was presided over by Liu Jianguo, the Deputy Secretary of the Party Committee and the President of the University.
At 8:30 in the morning, the conference opened, with everyone standing to sing the "National Anthem of the People's Republic of China".
He Zhixu delivered a work report titled "Concentrating efforts, forging ahead, and vigorously embarking on a new journey of building a high-level medical university with distinct characteristics". He pointed out that this conference is an important meeting held in the year when the decisive battle against poverty and the completion of a well-off society in all respects are realized, achieving the first centenary goal. It is also an important meeting held at a critical period when the school's cause has entered a high-quality development, with significant strategic results achieved in the national fight against the COVID-19 pandemic and a new journey of building a strong education nation has begun.
In the report, He Zhixu comprehensively reviewed the achievements and development experience of the school over the past five years. He pointed out that the school's party committee has steadfastly adhered to the guidance of Xi Jinping's thought on socialism with Chinese characteristics for a new era, earnestly implemented the party's educational policy, persisted in improving the president's responsibility system under the leadership of the party committee, and effectively fulfilled the main responsibilities of governing the party and running the school. The ability to set direction, manage the overall situation, make decisions, and ensure implementation has significantly strengthened. Under the strong leadership of the provincial party committee and the provincial government, the school's party committee has firmly grasped the new requirements of the party and the state for the development of hygiene and health work in the new era, focusing on the new goals of building a healthy China and a healthy Guizhou. United to lead all party members, cadres, faculty, and staff of the school, the tasks proposed at the last party conference were well completed. The school's party leadership has continued to strengthen, the comprehensive and strict governance of the party has been vigorously promoted, ideological and political work has deepened, the quality of talent cultivation has continuously improved, the strength of disciplines has reached a new level, the ability for scientific research and innovation has significantly enhanced, talent team construction has continued to strengthen, the construction of the Zhuhai campus has steadily progressed, the directly affiliated hospitals have developed rapidly, social service capabilities have significantly improved, and progress has been made in external exchanges and cooperation, with significant results achieved in building a harmonious campus.
He Zhixu emphasized that it must be clearly recognized that the school still lags behind high-level medical universities in many aspects. To achieve high-level and high-quality development, the school must be rooted in Zunyi, based in Guizhou, serving the whole country, and facing the world, deeply integrating into the joint construction of the "Belt and Road", seizing major opportunities such as the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, combining with major development needs of Guizhou, and resonating with the economic and social development of the country and Guizhou.
He Zhixu pointed out that the conference has re-established the new goal for the development of the school: striving to build a high-level medical university with distinctive characteristics, first-class in the country, and international influence. After another fifteen years of hard work, the school's advantageous characteristics will become more prominent, core competitiveness will be significantly enhanced, and we will fully build a high-level medical university with distinctive features, leading level domestically, and international influence.
He Zhixu pointed out that the key to running ZMU lies in the Party. In the next five years, the Party Committee of the school will insist on and strengthen the comprehensive leadership of the Party, accurately grasp and fully implement the general requirements for Party construction in the new era, fully implement high-level talent training projects, new projects for discipline construction, high-level scientific research projects, and high-level faculty construction projects. It will promote the implementation of the "one body, two wings and six centers" strategy, carry out international cooperation with higher goals, insist on deepening comprehensive reforms, and strengthen the support for school conditions.
He Zhixu called on the Party organizations at all levels of the school, all Communist Party members and the vast number of teachers and students to unite closely around the Party Central Committee with Comrade Xi Jinping at the core, under the correct leadership of the provincial party committee and the provincial government, not to forget the original intention, keep the mission in mind, always maintain the courage to reform and innovate, the sharpness to dare to be the first, and the vigorous spirit to strive upwards, focus on connotative development, strive for high-quality improvement, and strive for the comprehensive construction of a high-level medical university with distinctive features, first-class domestic, and international influence.
